Drone inspection and compliance documentation for Pee Dee region construction sites

Florence County is the commercial and industrial hub of the Pee Dee region, anchored by the I-95 and I-20 interchange that makes it one of the major logistics and distribution nodes in the Southeast. Distribution centers, warehouse facilities, and light manufacturing operations along the I-95 corridor, commercial and retail development expanding along US-76 and US-52, and residential growth across Florence and adjacent counties generate consistent volumes of NPDES-permitted construction. Darlington County, including the Hartsville area, and Marion and Dillon counties along I-95 add to the regional construction base.

SC Drone Services provides aerial BMP inspections and NPDES compliance documentation for construction sites throughout the Pee Dee region, covering Florence, Darlington, Marion, Dillon, Williamsburg, Lee, Chesterfield, and Marlboro counties. GPS-tagged photo sets organized by BMP type, written condition summaries, and compliance records formatted for SWPPP logs.

What the permit requires

Any construction project disturbing one acre or more in the Pee Dee requires coverage under the SCDHEC Construction General Permit. The CGP sets the inspection schedule uniformly across the state: at minimum every seven calendar days during active land disturbance, and within 24 hours of a rainfall event of 0.5 inches or greater at the site. Both requirements run independently. Inspections are required from initial land disturbance through final stabilization at 70% permanent vegetative cover.

SCDHEC's Columbia district covers inland Pee Dee counties for field compliance work. Inspection records must be current, complete, and on site. A site with intact BMPs but an incomplete inspection record is still in violation. On large distribution and warehouse sites along the I-95 corridor, multiple drainage areas and long perimeter silt fence runs increase the documentation surface area at each inspection.

Receiving waters and site geography in the Pee Dee

The Pee Dee region drains to the Great Pee Dee River system, including the Lynches River, Little Pee Dee River, and Black Creek. Florence County streams including Jefferies Creek and the Lynches River flow to the Great Pee Dee and ultimately to Georgetown County's coastal zone. Construction sites adjacent to these waterways receive attention at SCDHEC inspections for discharge point conditions and sediment-laden stormwater reaching receiving waters.

The Pee Dee's flat coastal plain topography means sediment basins and silt fence systems operate at low hydraulic gradient, similar to the Grand Strand and Lowcountry. After a significant storm event, sediment basin pool levels rise quickly and outlet conditions are critical. Sites near waterways can have discharge points at considerable distance from the main construction entrance, making complete perimeter documentation a logistical challenge by ground inspection alone.

Coverage across Pee Dee counties

SC Drone Services covers construction sites throughout the Pee Dee: Florence County, Darlington County, Marion County, Dillon County, Williamsburg County, Lee County, Chesterfield County, and Marlboro County. For Florence city sites specifically, see the Florence drone inspection services page.

The highest concentration of active permitted sites in the region is along the I-95 and I-20 corridors in Florence County and the US-52 corridor through Darlington and Hartsville. The I-95 logistics cluster near the major interchange areas generates sites with large footprints and multiple drainage areas. Same-day rain event inspections for contracted clients are available throughout Florence County and the immediate surrounding area. For sites in Sumter County and the eastern Midlands, see the Sumter drone inspection services page and the Midlands regional page.

For SWPPP consultants in the Pee Dee

Environmental consultants and CEPSCI inspectors managing active permitted sites in the Pee Dee region often cover a wide geographic spread. A consultant managing sites in Florence, Marion, and Williamsburg counties simultaneously faces significant travel time between inspection locations, particularly on days following a regional storm event that activates the 24-hour requirement across multiple sites at once.

SC Drone Services works as a drone documentation subcontractor on your existing inspection program. We provide GPS-tagged aerial documentation in the format your SWPPP log requires. You remain the qualified inspector of record and sign every inspection record. For how the aerial documentation subcontractor model works and what the deliverable format looks like, see our SWPPP inspection support service page.
